Make and issue new card; Take over damaged card.
Send form to Finance ($Finance Payment China) with valid approval
Inform applicant& DC of the success of the payment
Fill in the application form and obtain DAM's approval
Charge money and send charging screen capture to Finance

Send application form with valid approval and Finance's supporting email to China ACM
Make settings in the system at once
